Israel and Cambodia agreed to strengthen their consultation mechanisms and encourage regular senior visits during talks in Baku on October 15, Cambodia's state news agency AKP said the following day.

President Isaac Herzog met Cambodian Prime Minister Hun Manet on the afternoon of October 15 in Azerbaijan's capital. Their discussion covered trade and investment, agriculture, education, tourism and labour, placing practical cooperation at the centre of the bilateral agenda.

A commitment to regular contact

AKP described an agreement to improve the channels through which the two countries identify opportunities and arrange exchanges. The leaders also reaffirmed their intention to broaden bilateral relations.

The announcement concerned diplomatic coordination. Israel News Pulse could not independently find information about a newly signed trade treaty, a funding allocation or a timetable for the next senior visit arising from this meeting. The commitment to consultations should therefore be understood as the agreed next step, with individual projects still requiring their own arrangements.

Talks alongside an Asian summit

The meeting took place during the seventh summit of the Conference on Interaction and Confidence Building Measures in Asia, known as CICA. The organization's official programme placed the summit in Baku on October 15 under Azerbaijan's chairmanship.

CICA brings together participating governments to discuss confidence building and regional cooperation. Its summit programme included heads of state and government, member and observer delegations, and partner organizations. A bilateral meeting on the sidelines gives leaders a separate channel for discussing matters specific to their two countries.

The Cambodian account described Hun Manet's wider visit to Azerbaijan as running from October 11 to 15. That visit period is separate from the date of his meeting with Herzog.

Agriculture has an existing foundation

Agricultural cooperation between Israel and Cambodia predates the Baku talks. MASHAV, Israel's international development cooperation agency, recorded the inauguration of an irrigation and demonstration unit at Cambodia's Royal University of Agriculture in its 2018 activity report.

The unit displayed Israeli irrigation systems for protected cultivation and field crops. A later MASHAV activity report, covering 2022, recorded talks with Cambodia's agriculture minister about agricultural growth and the introduction of new methods.

Those earlier activities give the agricultural item on the current agenda a concrete background. They are previous projects and discussions, not new investments announced at the October meeting.

Education and people working abroad

The other areas listed by AKP included education and labour, alongside tourism and investment. These are separate tracks of cooperation, and the announcement did not combine them into a single programme.

MASHAV's agricultural training centre describes its work as professional training and knowledge transfer in agriculture, water management, environmental issues and rural development, through courses and advisory missions in Israel and abroad.

At the end of the Baku meeting, Hun Manet thanked Israel for assistance and attention to Cambodian citizens studying and working in the country, AKP said.
